Social Welfare or Heritage Preservation

If we have limited budget, Is it right to use it for social welfare otherwise for heritage preservation?
Most people say that using budget for saving the poor is more meaningful than for preserving heritages
But I disagree with them. And there are some reasons why I oppose them.

First, Using budget for saving the poor is just makeshift way.
If we give the poor some money, they can live for a while. However, when they use all the money, they can't keep their life. In short, the poor don't have an ability to supply the money for living.
However, If we use budget for preserving heritage, it can make some jobs.
And these jobs can help the poor keep their living constantly.

Second, We can bequeath the heritages to the next generation.
In Egypt, There is abu simbel which had a danger to water burial.
But UNESCO save abu simbel, so a lot of people can visit and see the great heritage.
So, If we use budget for preserving heritage, we can give our great heritage to the next generation.

For these reasons, we should use our limited budget to preserving heritage.
